FAQ - MOST FREQUENTLY ASKED QUESTIONS.


1. What equipment do I need for the broadband network receipt?

To use the free Internet access in the ResMAN network, you must buy the network radio card, standard 802.11 b/g or 802.11 and install it in your computer. The card must support the WPA-PSK coding standard with TKIP key. In addition, the received signal must by amplified using an external antenna, which is usually installed in the window, balcony or on the building roof.

2. How should I configure the network to receive the signal?

3. Gdzie zlokalizowane są nadajniki ?

The senders are situated in Rzeszow on schools. The hotspot location map - see bookmark "Hotspot map" at www.resman.pl
NOTE: Some senders are replaced successively in service, after the first week of tests, so the replaced spots can be unavailable during the first days of May. Such moments are unavoidable at network start-ups. Please, understand us and be patient. After the test phase, the signal will be stable for all 44 hotspots.


4. Can the Internet signal be received from kindergartens?

In the first stage of the ResMAN Regional Broadband Network construction, there are no senders (hotspots) on kindergartens because there are no Internet rooms in the kindergartens.
If, in your opinion, the hotspots shall be installed also on kindergartens, please, put forward a motion to the Municipal Authorities of Rzeszow via your community councils. Certainly, they will be respected at the network extension. 

5. Please, specify the Internet use rules and achievable transfer rates.

Internet in hotspots comes from a connection in computer room in schools. Because the classes in computer rooms usually take place between 8 am and 4 pm, the students in these rooms have the Internet access priority at that time.
In the remaining time, the whole free band is available to the surrounding inhabitants via the hotspot.
The available Internet connection rate achievable using a hotspot amounts to 512 kbit/s for WWW surfing, sending and receiving e-mails and using communicators. Transfer rate restrictions occur at downloading of big files and P2P connections.


6. What procedures shall be applied after the registration on the Internet site?

Having filled in the registration form properly, you will get your PIN enabling you to use the Internet resources. After entering the chosen address, the logging box shall appear. Please, enter your PIN assigned during the registration. Since that moment, you can make use of the Internet resources.

7. How is the signal sending frequency?

The Internet signal is sent at all Wi-Fi frequencies:
- 2.4 GHz - 802.11 b/g
- 5 GHz - 802.11 a

8. Is this a round-the-clock Internet access?

Yea, the ResMAN Broadband Network of the Rzeszow conurbation area is available 24 hours a day, 7 days in a week.

9. The network card displays over 30 networks. How should I identify the RESMAN network system?

When, among the identified networks, there is a network with name RESMAN and phone number for getting the access key. An exemplary designation for one of the hotspots: RESMAN 6-2 tel_0177483333

10. Is the PIN assigned to only one (specific) hotspot?

The PIN assigned to a user enables him to use any hotspot, at any place in Rzeszow, where this network is available.

11. I live near a school and can’t find the hotspot signal. Why?

There are some possible reasons of this situation:

- There is no visibility between the transmitting antenna and your receiving antenna. This visibility between these two antennas is the basic requirement for the Wi-Fi network operation. Otherwise, problems with identification of the hotspot signal can occur.
- The distance to the hotspot shall not exceed about 300 meters.
- On May 15, 2006 the network was put into test operation in order that we can find out any problems and solve possible technical problems. Therefore, some hotspots are, perhaps, temporarily inaccessible, e.g., because of reconfiguration. We will try to inform you about such problems at www.resman.pl

12. Where can I buy the wireless card?

At any computer shop or via Internet, but we you should ask the seller if you can test, install and configure the card before buying it.

13. Can the Office for IT and telecommunication services of the Municipal Office of Rzeszow configure the Internet at my home ??

According to the rules, the Office for IT and telecommunication services of the Municipal Office of Rzeszow doesn’t support the users directly in the scope of purchasing and configuration of the radio cards. Neither it is responsible for the compatibility of users’ equipment and hotspot infrastructure.

This provisions result from the fact that there is no sufficient network maintenance personnel - it must, first of all, keep the functionality of the extensive local computer network. However, we will support - as far as possible - the inhabitants at solving the problems with the using of hotspots.


14. Why don’t you answer my e-mails?

Sorry, but we got over 500 e-mails with inquiries about the network in one week. We can’t answer all the e-mails now. We are connecting the network and phone equipment at schools and office now. Please, be patient.
Because many questions come repeatedly, we decided to establish the most frequently asked questions (FAQ) institution. From the beginning of June, when the installation at the schools is already advanced, one of our employees will uninterruptedly answer your questions.

15. Under the part "Project" you inform that the project costs amount to 8.8 million PLN - so much money and only 44 hotspots installed?

The hotspot network is only a small part of the Project and costs about 150 thousand PLN (75% financed by the EU).
Modernization and construction of the communal teleinformatics infrastructure and communal units - in this case schools - were the basic parts of this Project, which has been approved by the City Council. Within this Project, 91 units has been connected to wireless, multifunctional teleinformatics infrastructure. This infrastructure is based on a high-performance radio system, which is working totally independent from the hotspots. At present, the following functions are supported:
- professional Internet telephony ‘VoIP’ at all communal units. It shall replace all old phone connections and telephone exchanges at schools and offices;
- internal budget management system for, among others, schools, with planning, systematic realization supervision and reporting functions;
- Internet for all kindergartens, schools, secondary schools, grammar schools and technical colleges;
- city video surveillance;
- central, adaptive traffic lights control;
- communication in crisis situations
and
- wireless Internet access points for inhabitants, so-called Wi-Fi hotspots.

Advantages for the City and inhabitants:

- City promotion - this is the first such Project in such a large scale.
- improvement of City management - infrastructure and finances.
- Real savings in the communal budget - at present, the city pays over one million PLN per year for phone fees for its offices and units. Due to the own network, utilization of the comprehensive network management solution, these fees shall decrease by about 65 per cent, and the internal calls shall bee free of charge.
- Better education unit management - their expenses make almost 50 per cent of the City budget; at savings of only 1 per cent in that budget management the Project expenditures are returned (the City spends 1.9 million PLN for the Project).
- Free of charge Internet access for inhabitants, tourists and businessmen coming to our City and staying near the hotspots.
- Improvement of the traffic flow - drive time reduction.
- Inhabitant safety improvement due to the video surveillance and traffic lights control at crossings.
- Efficient operation of the own, independent communication system in crisis situation; therefore, prompt and effective rescue action leading.

Please note, that the Wi-Fi hotspots are a temporary solution foreseen for the time until the implementation of the WiMAX cards characterized by a large operation range (up to 1 km from the hotspot antenna) for which no visibility between the hotspot antennas is required.
